Hiring Range: $24.15 - $33.21/hr.

This job description is established by the Eastern Rio Blanco Metropolitan Recreation & Park District to outline the basic requirements, duties and general responsibilities of the position of Lead Maintenance Technician. This position is “at will”, which means the District may terminate the employment relationship at any time and for any reason, subject only to the requirements of Federal and State law. Similarly, the employee may terminate the employment relationship without notice at any time for any reason.
Position Summary:
Under close supervision of the HR Administrator, the HR/Administrative Operations Specialist performs a variety of routine and repetitive human resources and general administrative tasks in the efficient daily operations and administration of the District.
Primary Duties and Responsibilities:
The following duties are an overview of the primary duties and responsibilities of the HR/Administrative Operations Specialist, and do not constitute an all-inclusive list. These duties and responsibilities establish a flexible, functional base from which the employee operates. The duties and responsibilities may also be modified with additions, deletions or changes as required to assist in obtaining organizational goals and
1. Proficiently performs HR transactions, including but not limited to:

Processes biweekly payroll for all full-time and part-time employees using current software and operating systems; ensures employee’s time records are correctly calculated in the timekeeping system and payroll is accurately generated with respect to each employee's regular pay, overtime pay, paid leave, and holiday pay;

Processes and files PERA pension records and payroll related taxes; processes year end reports and documents including W-2’s and 1099’s; assists with preparation and implementation of the District’s annual payroll audit with an external auditing service;

Processes new employee information in to the current software including; benefits, PTO/Illness-Injury leave, cost centers and timekeeping system entries;

Assists with managing employee eligibility for, and administering all aspects of the District's employee benefits, including health insurance, PERA retirement, employee memberships, paid and unpaid leave, and other benefits as approved by the Board of Directors;

Assists with processing workers compensation claims; ensures all forms and required documents are completed and filed in a timely manner; assists with completing an annual audit to ensure premium represents exact payroll amounts and actual exposure; assists with managing the Cost Containment Program and related loss control auditing;

Assists with processing and data collection related to unemployment claims;

Ensures all personnel files are accurate and contain appropriate documentation as directed by the Human Resources Administrator; ensures all files are secured and maintained in compliance with the District’s document retention, storage and destruction policy;

Assists with the preparation of the annual personnel budget;

Assists in managing accurate, up-to-date job descriptions, job indicators and compensation information for all positions;

Assists in gathering data and developing the District’s compensation plan; compares and matches current job descriptions with similar organizations to ensure the District’s wages are competitive;

Assists with statutory filing requirements to the Department of Local Government (DOLA), the Secretary of State, and Special Districts Association (SDA);
-
Assists with implementation of the District’s hiring process; including preparing for applicant interviews, conducting background checks and employee eligibility verifications; preparing materials for new employee orientations/onboardings and trainings;

Oversees the employee recognition programs including; years of service, birthdays, employee spotlights and other programs initiated by the Board of Directors or leadership staff;

Assists with administering the District’s Employee Performance Appraisal Program including; disseminating information to supervisors and managers, collecting and recording results and outcomes;

Compiles personnel information for the District’s Annual Report and annual surveys for Employer’s Council Services (ECS)

Maintains the employee First Aid/CPR certification and eligible driver lists;

Compiles information for the annual property, liability and workers compensation insurance review; processes related incident reports and claims to the insurance provider;

Assists in maintaining the District’s personnel policy manual (employee handbook);

As deemed appropriate by the Human Resources Administrator or Executive Director, assists with certain aspects of personnel conflict and performance management;

Assists in conducting the Special District Elections biennially;
2. Proficiently performs additional administrative duties including but not limited to:

Organizes, files and maintains all administrative services documents according to the District’s document retention, storage, and destruction policies and cyber security program policies;

Assists with general services, construction and other administrative contracts processing, internal auditing, and external auditing preparation;

Assists with Requests for Payment (RFP) generation and check/voucher processing, specifically related to HR transactions;

4. Consistently demonstrates positive, effective communication skills and interactions with direct and other department supervisors, employees and volunteers, other agencies and organizations, and the public;
5. Ability to work with a high level of independence in judgement and decision making;
6. Possesses time management skills, ability to multi-task, and ability to prioritize multiple projects correctly;
7. Perform other duties and/or tasks assigned by the HR Administrator or in the absence of the HR Administrator, the Administrative Services Supervisor/Manager;
8. Demonstrates initiative that supports the District’s vision, mission and value statements; and,
9. Demonstrates comprehensive knowledge of, and compliance with the District’s rules, policies, and procedures, as contained in the District’s handbooks and manuals
Mandatory Qualifications and Requirements:

Must be 18 years of age;
-
Possess a high school diploma or GED;
-
Possess at the time of hire/promotion or obtain within 90 days and maintain a valid AED, adult and child CPR and First Aid certifications;

Possess and maintain, or for new residents of the State, obtain within 30 days of becoming a resident of Colorado and maintain, a valid Colorado Driver’s license with a good driving record;

Ability to work flexible hours, including early mornings, evenings, and weekends; and
-
Ability to read, speak, and understand the English language at a level adequate to perform the job.
Desired Qualifications and Requirements:

Ability to write, read, speak, and understands the Spanish language;
Working Environment/Physical Requirements:
This position involves sedentary, administrative work in and around an indoor recreation facility.

Moderate physical activity is required, including lifting up items weighing to 20 pounds frequently and in excess of 50 pounds occasionally;
-
This position requires sitting at a desk for an extended period of time, working for extended periods on a computer, talking on the telephone, and standing, walking, kneeling, stooping/bending, lifting, pushing, pulling, pinching, gripping, reaching over head, reaching away from body and repetitive motion;
-
This position requires work in an indoor environment with high temperatures, humidity, moisture and noise
-
Generally, requires presence in the office during normal business hours to be available to the Executive Director, department heads and other employees;
-
This position demands frequent use of sensory activities such as talking, seeing, hearing, smelling, feeling (identifying objects by touch), depth perception and color vision; and,
-
This position involves periods of high mental and/or emotional stress.
